Kakistocracy
Kakistocracy is a form of government in which the person least qualified to control the government is the person who controls the government. For example, in Douglas Adams' Hitchhikers Guide to the Galaxy series, the man who run the universe in an old man who lives in a shack on a distant planet who spend his days wondering if there really is a world outside of his shack.
