North Down by-election, 1995 The North Down by-election, in the North Down constituency, was held on 15 June 1995, following the death of James Kilfedder, who had represented the constituency since the 1970 UK general election. North Downs The North Downs in England is a ridge of chalk hills that stretches about 100 miles (160 km) from Hampshire through Surrey (where for part of their course they are known as the Hog's Back) and Kent.
