Omar GarcĂa-BolĂvar is a lawyer graduated cum laude from Universidad CatĂłlica AndrĂ©s Bello in Venezuela, with graduate studies in political science from Universidad SimĂłn BolĂvar in Venezuela, Masters in Law from Southern Methodist University in Dallas, Texas, and Masters in Philosophy and Ph.D studies in Law and Foreign Investment from University of Edinburgh in 1997 where he was a "chevening scholar".
