Patrick Maugein
Patrick Maugein, deceased, is the former non-executive chairman of London-based SOCO International Plc, a major oil exploration conglomerate; also known for his alleged profiteering in the Oil-for-Food Programme, and for his ties to the inner circle of former fugitive financier Marc Rich, and as a political confidant of Jacques Chirac.
