Rafael Rincón González was born in Maracaibo, Zulia, September 30, 1922, in the populated marabino district of El Saladillo, son of the recognized zuliano painter Neptalà Rincón, from very young he feels vocation for the music, one graduates as teacher, a part of his educative work inclines by the music education.
