Regulation on roaming charges within the European Union
The regulation on roaming on public mobile networks within the Community and amending Directive 2002/21/EC on a common regulatory framework for electronic communications networks and services is a proposed regulation by the European Commission, primarily backed by Viviane Reding, which, if approved, will regulate the charges of mobile phone network roaming. The regulation would specify a base rate that the foreign operator could charge the originating one, and a cap on the markup it could charge.
