Rakhat Aliyev (Kazakh: Рахат Алиев)(born 1962) is the First Vice Foreign Minister in the Government of Kazakhstan.Kazakhstan: Democracy, energy, and ambiguity EurasiaNet Aliyev resigned from his position as first deputy chief of the National Security Council on 15 November 2001.
