Rafael Hui
Rafael Hui Si Yan, GBS JP (, born 1948) is the 3rd Chief Secretary for Administration of Hong Kong and a former career civil servant. He was appointed by the Central People's Government of the People's Republic of China, on the nomination of Chief Executive Donald Tsang, to the current position on June 30, 2005.
