For almost a century, governments in the United Kingdom (UK) have attempted to find a way to undertake a comprehensive reform of the House of Lords, which is the upper house of the Parliament of the United Kingdom. When the Labour Party came to power in the 1997 general election, it had in its manifesto the promise to reform the House of Lords:
